When it comes to gambling addiction, Ippei Mizutani, who served as the interpreter for Major League Baseball player Shohei Ohtani, is a prominent example. Knowing he had an addiction, I started thinking about friends and acquaintances who might also be suffering from gambling addiction. It became clear that people with this addiction share a common pattern: “I can’t stop until I win.”
Despite being indicted for habitual gambling, I can honestly say that I am almost entirely disconnected from gambling. I’ve bought a lottery ticket, spent an hour at a casino in London, and played pachinko twice—these are the only instances I can confess to. I can’t get excited about games where success depends solely on luck. While some forms of gambling, like poker, involve math and memory, I find it a waste to use my mental and physical energy for gambling.
I want to make it clear that I neither encourage nor engage in illegal activities. You might wonder why I’m saying this after being indicted, but if online casinos with gambling are deemed illegal, they should be stopped.
Consider these two concepts:
- Online casino with gambling vs. Online casino without gambling
- Gambling as an illegal act vs. Gaming for fun
Playing games for entertainment is fine, but cashing out makes it gambling. We need to distinguish between “gaming” and “gambling.” If the general perception is that casinos involve betting money, then perhaps we should call games with only entertainment value “casinos without gambling” and those with gambling “casinos.” This distinction would be more accurate.
Regarding online casinos abroad, it’s noteworthy that the operator (the casino owner) rarely develops the games or owns the system. The operator, the game company, and the payment system company are usually separate entities. During my investigation, I felt that the investigators didn’t understand this separation. They assumed I was part of the operator’s team, leading to a frustratingly circular conversation. The police seemed brainwashed by their organization, unable to grasp new concepts.
Now, about gambling addiction: Few people get excited about a casino without gambling. True gambling addiction involves betting money, risking living expenses, and even one’s life. That’s what makes gambling thrilling.
If I had a friend gambling to the point of ruining their life, I’d definitely intervene. It’s alarming that even high school students are gambling heavily, destroying their families. This must be stopped. Gambling addicts believe a big win can reset everything, but that never happens. Nearly all cases end with losing money and trust, forcing people to restart their lives.
Despite many case studies, cognitive biases prevail. People lose their rationality, thinking they’re unique and will experience dramatic success. But I can confidently say it’s impossible to turn a negative into zero with gambling. I’ve never seen it happen. Such people are exceedingly rare, and encountering one is as difficult as becoming a millionaire through gambling.
Finally, I urge everyone engaged in online gambling to stop. However, I also believe that online gambling can be much safer than pachinko, boat racing, or horse racing. While it’s impossible to completely control online gambling, I think the government should manage it. This would significantly benefit Japan’s financial market, economy, and culture. Instead of merely cracking down, the government should consider regulating and ensuring the safety of online gambling, viewing it as a golden opportunity for the nation.
ギャンブル依存症について
ギャンブル依存症といえば、野球メジャーリーグ大谷翔平選手の通訳を務めた水谷一平氏が象徴的である。彼が依存症だと知った時、身近な友人でギャンブル依存症ではないかと思われる知人・友人の顔と行動が頭によぎった。ギャンブル依存症の人々にはやはり、「勝つまでやめられない」という共通パターンがあると。
僕は常習賭博罪で起訴された身なのだが普段から僕は全くと言って良いほどギャンブルとは無縁だ。宝くじを買った事がある、ロンドンでカジノに1時間滞在した、パチンコに2回行った等、懺悔してもこれくらいしかリストアップできない。運以外で頑張れそうな要素がない遊びにはエキサイトできない。もちろんポーカー等、数学や記憶力などを要して運に任せるようなギャンブルもあるが、ギャンブルのために思考と体力を使うのが勿体無いと思ってしまう。
ここで言っておきたいのが、僕は違法行為を勧めたりしたりしない。起訴されて何を言っているんだと思うかもしれないが、賭博を伴うオンラインカジノが違法行為とされているのであれば止めるべきだと思う。
さて、２つの概念に注目して欲しく、もう一度同じことを以下のように言い換える。
- オンラインカジノではなく、賭博を伴うオンラインカジノ
- オンラインカジノではなく、賭博が違法行為
ゲームとしてやる分にはいいが、換金できると賭博とされる。「ゲーム性」と「賭博性」の２つの性質を分けて考えねばならない。カジノとはお金を賭けてやるものだという基本的な性質があると言うのが一般観念であれば、ゲーム性だけ具有しているものを「賭博を伴わないカジノ」と称し、賭博性のあるものをカジノと呼ぶべきかもしれない。呼称についてはこの方がいいだろう。
海外のオンラインカジノ事情についてもここで述べる。胴元（カジノの主催者）がゲームの制作者、若しくはカジノのシステムを持っていることは少ない。胴元、ゲーム会社、そして決済システムの会社が別だからだ。僕が捜査を受けている時に感じたのは、捜査諸君らはこれらが同じだと考えているということだった。この辺りは話が通じず本当に困った。彼らは、被疑者前田は胴元の一員であるべきだという決めつけから質問をしてくるので話が平行線だった。まるで、僕が胴元の一員ではないというように主張を繰り返し、回避的な供述をしているように彼らが受け止めているようであった。刑事らもまた、組織にきっちり洗脳されてしまっているので新たな概念が全く頭に入らないのだろう（かわいそうに）。
さて、ギャンブル依存症についてだがゲーム性と賭博性について大きく２つの観点があると述べたのだが、賭博性のないカジノに熱狂する人は少ないだろう。お金を賭けて、生活資金を賭けて、そして人生を賭けてまでやるから熱狂する、それが真のギャンブルなのかもしれない。
僕は、生活を壊してまでギャンブルをするような友人がいたら絶対に止めに入ると思う。今は高校生までギャンブルに資金をたっぷり注いで家庭を壊すようなことが起きてしまっているようだがそれは絶対にあってはならない事である。ギャンブルで自分を壊し、他人を壊すところまで来てしまって、それでも大勝ちで全てをリセットできると思っているのがギャンブル依存症の人々なのだが、それができるのであればギャンブルで家族が壊れる悲劇は起こらない。ほとんど全てのケースで、お金も信用も失って一から人生をやり直すことに帰結しているのだ。
たくさんのケーススタディがあっても認知バイアスが先行してしまう。理性を失い自分だけは特別な存在でドラマが起こると考えてしまう。しかし、ギャンブルではマイナスをゼロにすることは不可能だと僕は断言する。そういう人を見た事がない。居るだろうけど遭遇することがない程非常に稀な存在であり、そのような人物に会うのはギャンブルで億万長者になるのと同じくらい難しいのだろう。
最後に、賭博を伴う（違法な）オンラインカジノをする人全てに、もう止めるべきだと伝えたい。また、オンラインギャンブルにはパチンコ・競艇・競馬に比べてとても安全なギャンブルとなり得るとも主張しておきたい。オンラインギャンブルを取り締まるのは不可能だが、オンラインギャンブルを政府が管理するのは日本の金融市場・経済・文化に圧倒的に寄与すると考えている。千載一遇の国家的チャンスをただ取り締まっていくのではなく、管理して健全にするという発想を政府は持って欲しいと強く願う。
